how tech savvy is Uganda’s government?

I’ve been reading a couple of things over at O’Reilly’s Radar and at Reddit about how the US Legislation needs revision control/version control via Subversion or any other version control tool.

To put that in English, for the uninitiated, it’s basically a way for Senators, lawmakers and legislators and the public to be able to track and make real time changes to the US Legislation online.

Quote from Reddit:

We should have access not only to every piece of legislation, but also to every revision of that legislation, complete with appropriate tags to indicate what has changed and who is responsible for those changes.

Obama’s new government apparently proposes to take things a little further:

“To make the government more accountable, Obama said he would post all non-emergency bills online for five days before he signed them into law, allowing Americans a chance to weigh in on the legislation. In addition, he said he would post all meetings between lobbyists and government agencies online.”

I’m not sure how far they’ve pushed the idea,but apparently the UK already has something like that online.

I loathe politics, but things like this always get me thinking:

How long it would take for our Government / Parliament to be able to even consider such advances in technology, let alone lawmaking and governance?

I think developing countries like ours are at the sweet spot when it comes to technology. We let the other countries develop the tools, and through the internet, we have access to the same tools as they do.

But are we using that to our advantage? India is. Their technology sector is growing in leaps and bounds. Is ours?

if i am anything to go by, i will say not so tech savvy. you see, the only thing i know how to do with a computer is type on microsoft word, read e-mail on yahoo and open blogs! now imagine what those old greying men in parliament could do with a computer? probably talk to it?

You know, about two years ago watching discovery channel, i saw some amazing road work techniques that even included floating roads in Norway. I got to thinking, damn, this info is so readily available but why aren’t we using it to our advantage. Why can’t we solve our problem of potholes when others have done so ages ago?

I tell you, whoever it was that said Africans are ruled by the unholy trinity of Ignorance, selfishness and greed was right. I mean how else can you explain our ineptitude in applying lifetimes of technological solutions to improve our country? Maybe our government doesn’t actually have access to the internet…maybe…Sigh
